West Valley Detention Center

The West Valley Detention Center (WVDC) is one of California’s biggest county jails and has operated since the year 1991. In total, West Valley Detention Center has anywhere between 50,000 and 60,000 bookings and releases on an annual basis. The overall bed capacity of WVDC is approximately 3347, and in total, there are about 600 employees. The WVDC employee base is made up of culinary staff, medical professionals, maintenance workers and other civilian employees employed in both support and security positions.

For the most part, the majority of the WVDC population is composed of pre-trial inmates. Before being transported to WVDC, many of the inmates in the detention center come from courts that are stationed in Barstow, Victorville, Chino, Rancho Cucamonga, Fontana annd San Bernardino. On an average year, the WCDC Transportation Division travels about 1 million miles to transport about 122,000 inmates and total.

Identification and Movement

Every inmate in the detention center is assigned an identification card. All inmate’s photo ID must be presented in plain view at all times on the premises. Upon admittance to the detention center, all inmates are categorized into a classification that determines their housing arrangements. Any inmates who are serving a sentence of longer than 60 days are entitled to a request to have their classification reviewed in due process.

At any point in time during their sentence, inmate can be searched. When a movements, inmates are to move with their hands fully folded in front of them and held at the waist level at all times. Inmates are not permitted to move to any areas of the facility that are bordered off by redlines on the floor without the explicit permission of staff.

Discipline and Appeals

The California Minimum Jail Standards retains the right to assign disciplinary housing, dietary provisions or the retraction of certain leisure privileges in the form of television, telephone, visitation and chemistry. In some cases, discipline may extend to prosecution at the discretion of the designated discipline hearing officer. In the event that a grievance process is granted for any disciplinary action, certain disciplinary measures may be appealed.

Contraband

Jail regulations explicitly prohibit the possession of any items that are not either issued by the facility or sold by the chemistry. Any item whatsoever that has been modified or altered for a purpose that is not its original intended use is considered contraband and will be treated as such. Inmates are not allowed to possess any form of weapon or mines-altering drug. In addition to weapons and drugs, smoking is strictly prohibited in all facilities that fall within the San Bernardino Jail complex. Neither tobacco items nor matches are permitted for possession by any inmates on the premises.

Hair Regulations

In order to prevent the possibility of any contraband or weapons be moved or concealed, inmates are not permitted to manipulate their hair into a style that includes but is not limited to twist, cornrows, ponytails or braids. The prohibited styles for natural hair applied to artificial hair as well, including artificial hair that is glued, so or would.

Only after artificial hair has been sorely searched for contraband is it permitted to be worn by any inmates. Pre-trial inmates are required weights for 30 days after their initial admittance to the detention center and every 30 days thereafter for haircut request. Any mail inmates given work assignments will have their hair consistently maintained at the required grooming standard level to conduct their job properly.

Federal Inmate Inquiries

By completing and filing an Inamte Request Slip with the housing staff, inmates are permitted to inquire about any information relevant to their account balance, appearance date and Writ of Habeas Corpus and Civil Rights Complaint forms. Federal mates are not permitted to receive information regarding release dates, transfers or destination from the housing staff but may consult the Bureau of Prisons through their attorneys.
