Six miles south of downtown Modesto, the Stanislaus County Public Safety Center detention facility has 1,300 beds for medium- and maximum-security male and female inmates. Lieutenant Gregg Clifton studied criminal justice at the California State University Hayward Campus, which awarded him a bachelor’s degree in 1989. He started with the Stanislaus County Sheriff’s Department Adult Detention Division in 1997. Promoted to sergeant in 2003, he then served as an instructor at the Ray Simon Regional Criminal Justice Training Center. He has been the Stanislaus County Public Safety Center (PSC) Commander and Field Training Officer Program Director since 2009.

Visitation Schedule

To encourage inmates to maintain relationships with families and friends, the PSC allows two 30-minute visits weekly from Thursdays to Tuesdays, no visitation on Wednesdays. Inmates may have more than one visitor at a time if they register together. As many as three children under 10 may visit with an adult.

The PSC allows family contact visits for minimum-security inmates with no incident reports for visitation rule violations.

Visitation Definitions

  • Regular: With family members, friends, and associates.
  • Contact: With immediate family members, informal visitation is permitted.
  • Official: With attorneys, law enforcement agents, parole or probation officers, psychiatrists, physicians, clergy, etc.
  • Court-Ordered: With visitors requested by courts. The PSC Commander must review all court orders for inmate visits.
  • Special: With family members, friends, and associates who travel long distances and cannot visit during regularly scheduled hours.

Visitation Rules

  • Visitation request information must be complete and legible.
  • The PSC reviews all requests within 72 hours and notifies inmates of visitors approved.
  • Visitation request forms and appeal forms for disapproved applicants are available at each detention facility.
  • Visitation applicants must present valid government identification of name, date of birth, physical description, and signature each time they request visitation.
  • Visitors may visit only one inmate per day.
  • Visitation applicants incarcerated in Stanislaus County may not visit within 30 days of their release. The PSC Commander must approve for visitation or presence at the PSC facility applicants who have been confined in state prison.
  • Inmates may have as many as six approved visitors, not counting minor children, who must be accompanied by parents or guardians who are approved visitors and who must present proof of guardianship if requested.
  • Visitors who fail to supervise their children adequately will be asked to leave the facility. A visitor escorted from the PSC for misbehavior may not return until re-approved by the PSC Commander.
  • If an inmate refuses a visit, the PSC may remove that person from the approved visitor list. Inmates must use the inmate request form to add or delete visitors on their lists.
  • Visitors must conform to the PSC dress code posted in the inmate informational guide and in public lobbies. Visitor displays of criminal gang colors, symbols, or marks, or attire representing gang affiliation are forbidden.
  • The PSC bans from visitation permanently and may prosecute visitors who attempt to aid or assist an inmate escape.
  • Transport of firearms, explosives, alcoholic beverages, narcotics, or controlled substances into the PSC is a crime and cause for arrest.
  • Visitors under the influence of alcohol or drugs may not visit but may be arrested.
  • The PSC bans items that could compromise facility security:
    • Cameras,
    • Radios,
    • Phones,
    • Audio/video recording devices,
    • Purses,
    • Bags,
    • Baby strollers,
    • Car seats,
    • Diaper bags,
    • Oversized hats,
    • Keys,
    • Backpacks,
    • Briefcases,
    • Wallets, or
    • Food or drink. Official visitors may be exempt and the PSC Commander may approve exceptions to this policy case by case.

Visitor Searches

  • Visitors may be subject to the search of their persons, vehicles, or property. When there is reason to suspect that visitors conceal contraband, they may not enter the PSC without submitting to an unclothed search. A visitor who refuses the search loses visitation privileges on that date only.
  • A visitor who agrees to an unclothed search must sign a Consent to the Search form. The PSC will make an incident or crime report indicating the reason for the search and anything found.

    • •    New inmates shall have an opportunity to complete at least three local or collect long-distance phone calls.
  • Inmates in protective custody have the same phone privileges as those in the general population.
  • Inmates in disciplinary detention have no phone privileges except emergency calls to designated attorneys related to litigation.
  • No later than three hours after arrest, prisoners have the right to make at least three completed phone calls at no expense to phones within the local calling area.
